Chief Operating Officer & Senior Director - Corporate Affairs

I. Role Overview

The Securities and Futures Commission (SFC) is seeking an accomplished senior executive to serve as Chief Operating Officer (COO). As a core member of the SFC Executive Committee, the COO is responsible for the strategic and operational management of the Corporate Affairs Division which comprises Human Resources, Finance, and Planning & Administration. This role is crucial in ensuring operational excellence of these functional areas, institutional resilience, and effective resource management. As part of the SFC’s longer-term organisational design, this role will assume oversight of Information Technology to ensure effective delivery of the SFC’s technology and data strategy.

Working closely with the CEO and the Board, the COO oversees the key enablers of the SFC, ensuring holistic support to allow the organisation to deliver our regulatory mandate to uphold market integrity, investor protection, and foster the development of Hong Kong’s financial market.

II. Key Responsibilities

Reporting to the Chief Executive Officer, the COO will be required to:

  • Provide strategic leadership and oversight of centralised corporate services of Human Resources, Finance and Planning & Administration to enhance operational resilience, efficiency, and overall organisational performance; 
  • Lead the corporate planning process and coordinating the execution of SFC’s Corporate Strategy to drive organisational effectiveness and efficiency;
  • Be a progressive and inclusive change agent, playing a key role in ensuring that the organisation is able to continually evolve to meet the demands of dynamic environment;
  • Support the development and maintenance of relationships with various internal and external stakeholder groups, including the Government, local and overseas regulators and our counterparts on the Chinese Mainland; and
  • Oversee the preparation and presentation of the SFC’s annual budget to the Administration and other relevant Panels.

III. Requirements

To be successful in this position, the COO should possess:

  • Recognised tertiary education with qualifications in a relevant discipline, having an accounting qualification and experience is highly advantageous.
  • A minimum of 20 years’ of relevant experience, including experience of working with and advising the Board on strategic direction and enterprise risk management.
  • Comprehensive knowledge of both local and global financial markets, and an awareness of the challenges facing the financial industry.
  • In-depth expertise in financial management, reporting standards and regulatory requirements.
  • Proven leadership capabilities in both people and project, managing multi-disciplinary teams and experienced in driving organisational excellence and delivering organisational change.
  • Demonstrated experience in overseeing technology and data related initiatives is essential. 
  • Excellent influencing and negotiation skills, accompanied by excellent written and verbal communication skills.
  • A self-starter with resilience and tenacity, committed to enhancing the effectiveness and efficiency of the Commission.
  • Uncompromising professionalism, ethical standards, and demonstrated integrity.
