Duties & Responsibilities:
- Drive end-to-end programme management across workstreams, maintaining delivery milestones, risk registers, and cross-workstream dependency tracking
- Serve as the primary interface between workstream leads and programme management, ensuring alignment, accountability, and timely escalation of issues
- Coordinate and engage with different stakeholders, including business users and vendors, from feasibility studies to implementation and benefit realisation.
- Prepare business cases, project plans, and executive presentations in clear, accessible language for C-suite and steering committee audiences
- Coordinate and support the Steering Committee governance cadence, including preparation of steering materials, progress dashboards, and executive reporting to senior management
- Support individual workstreams as needed across key delivery areas, including data governance framework and policy development, change management and adoption activities, and POC and solution implementation, by facilitating stakeholder alignment, coordinating inputs, and tracking delivery progress
- Lead requirements analysis and use case identification exploration with business divisions. Initiate, liaise and negotiate with users to reach a consensus on the requirements, delivery schedule and resource commitment.
- Manage end-to-end vendor relationships across the programme, including vendor selection, contract negotiation, performance monitoring, and issue resolution, ensuring delivery commitments and quality standards are met
- Manage end-to-end project procurement where required, including scoping, evaluation, contracting, and budget oversight
Requirements:
- University graduate in related disciplines or other relevant qualifications
- Minimum 10 years of experience in IT or Data related project management, project governance, PMO and business requirement analysis
- Proven experience managing large-scale, cross-functional corporate programmes with multiple concurrent workstreams
- Experience in financial services, regulatory bodies, or public sector organisations is highly desirable
- Solid understanding of business processes, operations, enterprise applications and data of financial regulatory environment is preferred
- Strong facilitation and stakeholder management skills, with proven ability to engage and align C-suite and cross-divisional stakeholders
- Solid understanding of enterprise data governance, data architecture, and data platform concepts; hands-on experience with cloud or data platforms and data analytics tools
- Excellent written and verbal communication skills in English and Chinese, with the ability to articulate ideas and issues clearly in layman’s terms
- Assertive in making reasonable and firm judgements to achieve planned project objectives and results, from ideas formulation to implementation
- Technical know-how in different technology areas, e.g. case management and workflow-related system implementation, web-based solutions in micro-service architecture, business intelligence, artificial intelligence, etc.
- Relevant experience/certified qualifications in related IT industry-wise standards and methodologies, e.g. PMP, agile project management, etc., are preferred
- Background in management consulting or Big 4 consultancies, with experience managing external consulting vendors and the ability to effectively govern delivery and manage expectations is a strong plus
