Duties & Responsibilities:

The Securities and Futures Commission (SFC) seeks a seasoned technology executive to serve as its Chief Information Officer (CIO). As the technology leader within the organisation, the CIO plays a lead role in harmonising the technology ecosystem, advancing data capabilities, and strengthening regulatory effectiveness through thoughtful technology enablement.

This pivotal position will manage the existing infrastructure as well as transform the organisation’s technology landscape by driving innovation and strategic technology initiatives that align with the Commission's mission. The CIO should have a proven track record on data technology and an ability to leverage deep technical expertise and leadership skills to lead a diverse Technology and Data Team. A pivotal part of the role will be the formulation and subsequent delivery of the Commission’s IT blueprint/strategy and data governance framework.

The successful candidate will forge strong partnerships across divisions, ensuring technology strategies align with organisational objectives. By facilitating open dialogue and shared vision, the CIO will transform these collaborations into strategic advantages that foster innovation and operational excellence to achieve the Commission’s regulatory mandate.

This role requires a robust leader who can harness emerging technologies like AI, Cloud, and Big Data to drive digital transformation while effectively managing risks. The CIO will have a mandate to continuously improve the risk management profile across all phases of technology architecture, design, development, and operations as the platform is unified, modernised, and enhanced.

Requirements:

The successful candidate will be an inspiring, technically savvy, and hands-on technology leader with a proven track record of driving successful technology transformation and facilitating change within a large-scale and complex environment, working in close collaboration with the divisions. They will have proven experience transforming a legacy environment into a modern, scalable unified architecture with efficient, interoperable solutions supported by the latest technologies (i.e., AI/ML, Big Data, cloud, etc.). Ideal candidate experience includes:

Experience and Qualifications

  • 15+ years serving as an enterprise-level technology leader with extensive experience in risk management, cybersecurity, and implementing emerging technologies.
  • Extensive experience in managing large and diverse teams which include full-time, contract, and vendor resources.
  • Relevant degree in related fields; and postgraduate qualifications will be an advantage. 

Technical Expertise

  • Deep knowledge across infrastructure, applications, cybersecurity and the leveraging of data for the purposes of analytics and further application to emerging technologies such as AI.
  • Proven delivery track record in complex technology environments and data management.
  • Experience implementing scalable and future-proof architecture with efficient, interoperable solutions 
  • Exhibit a strong results orientation with a drive to consistently and efficiently deliver results for SFC and its stakeholders through advanced platforms and technology. 
  • Strong understanding of risk management and cybersecurity frameworks

Leadership & Strategic Capabilities

  • Strategic vision balanced with pragmatic technology implementation approach coupled with a good awareness of risk management/mitigation. Willingness to adopt a hands-on approach when required.
  • Strong relationship-building skills to influence across divisional leadership
  • Build and motivate a technology team to be a proactive, execution-oriented organization, fostering a culture that embraces change and innovation.
  • Identify opportunities to transform SFC’s operations; implement changes or introduce technology-based models to enhance regulatory performance and efficiency relative to the industry standards.
  • Trilingual capability in English, Cantonese and Mandarin preferred
